The Joint Projects Implementation Unit under the Ministry of Economy and Finance of the Republic of Uzbekistan hereby invites eligible bidders to submit sealed bids for the above works in Navoi region of the Republic of Uzbekistan under the Sustainable Rural Development Project
(Loan Agreement Number UZB-1023).
The initiator of the project is the Ministry of Economy and Finance of the Republic of Uzbekistan.
The source of financing is the Islamic Development Bank and the OPEC International Development Fund.
1. The Joint Projects Implementation Unit under the Ministry of Economy and Finance hereby invites eligible participants to submit sealed tender proposals for the execution of the aforementioned works:
OFID-NAV-W-29 Reconstruction of potable and wastewater supply systems in Vark and Tallok MCAs of Karmana District, including construction and reconstruction of water intake facilities, in Navoi Region.
OFID-NAV-W-31 Reconstruction and construction of transport infrastructure facilities in Kalovat, Katta Machit, Uyrot, and Kelachi MCAs of Karmana and Navbahor districts, including repair and construction of bridges, road pavements, and pedestrian crossings.
OFID-NAV-W-32 Reconstruction and major overhaul of pre-school educational institutions No. 22 in Azamat MCA, No. 19 in Kahramon MCA, and No. 18 in Yangibod MCA in Karmana District, Navoi Region.
OFID-NAV-W-34 Major overhaul and reconstruction of general education school buildings No. 42 in Azizobod MCA and No. 18 in Varzun MCA, Kiziltepa District, including construction of academic and auxiliary buildings.
OFID-NAV-W-35 Major overhaul of general education school No. 16 in Arabkhona MCA and reconstruction of general education school No. 15 in Rabot MCA (including major overhaul of the building with a capacity of 670 students and construction of an additional building for 240 students) in Kiziltepa District, Navoi Region.
OFID-NAV-W-37 Major overhaul and reconstruction of general education school buildings No. 31 in Vark MCA, No. 6 in Kalovat MCA, and No. 2 in Dehkon MCA, Karmana District, Navoi Region.

OFID-NAV-W-40 Major overhaul and reconstruction of general education school buildings No. 10 in Yangibod MCA and No. 4 in Ayranchi MCA, Karmana District, Navoi Region.
OFID-NAV-W-41 Major overhaul and reconstruction of general education school buildings No. 23 and No. 33 in Pakhtakor MCA, and school No. 22 in Yangiyul MCA, Navbahor District, Navoi Region.
OFID-NAV-W-43 Reconstruction and major overhaul of schools No. 14 in Navkar MCA, No. 29 in Chorboguzar MCA, and No. 5 in Kukron MCA, Navbahor District, Navoi Region.
OFID-NAV-W-45 Reconstruction and major overhaul of DMA buildings in MCA of Yangiyul, Arabkhona, and Kelachi, Navbahor District, Navoi Region.
2. Tender bidding will be conducted following the national competitive bidding (NCB) procedures established by the Islamic Bank as outlined in the "Procurement Guidelines for Goods, Works, and Related Services under IsDB Project Financing," published in April 2019. Eligible participants from qualified countries, as defined in the guidelines, may take part. Additionally, please refer to clauses 1.18–1.21, which outline the IsDB’s policy regarding conflict of interest.
3. Interested eligible tender participants may obtain more detailed information from the Joint Projects Implementation Unit under the Ministry of Economy and Finance and review the tender documentation during working hours from 9:00 AM to 6:00 PM at the address below. A complete set of tender documents in Russian can be purchased by interested participants upon submission of a written request to the address below and payment of a non-refundable fee to cover printing and distribution costs. The fee for each set of tender documents per package is 1,250,000 UZS. Payment method: bank transfer to the account specified below.

Tender proposals must remain valid for 120 days after the opening of the bids and be accompanied by a bid security in the form of a bank guarantee.

Tender proposals must be delivered to the specified address no later than 3:00 PM (Tashkent time) on August 29, 2025, when they will be opened in the presence of participants wishing to attend the process. Late submissions will be rejected.
The bid opening will take place at 3:15 PM (Tashkent time) on August 29, 2025, at the office of the Joint Projects Implementation Unit under the Ministry of Economy and Finance (4th floor) at the following address: 1 Niyazbek Yuli Street, Tashkent, Republic of Uzbekistan.
